MTNL management
called the meeting of Forum of Unions and
Associations on 24-09-16 in committee
room, corporate Office, CGO to
discuss various issues raised by forum
through industrial action programme.
Meeting was chaired by CMD, Shri P K
Purwar and Dir (HR), Dir (Tech), ED
Delhi, GM(HR), GM(A) Delhi, GM(IR) Delhi
and PGM(O), PGM(D), PGM(WS) were present
in the meeting. GS, MEA along with other
office bearers & GS, MTNL MS along with
other office bearers were present from
Forum side. ED, Mumbai and other officers
of Mumbai Unit and from Mumbai recognized
Union , Shri Dilip Jadhav along with
other office bearers of Union and
Association and from MEA Mumbai circle,
Shri P N Vasane, CHQ President & Shri G P
Yadav Circle Secretary along with other
office bearers were on video
conferencing.
A detailed
discussion was held on MTNL revival and
78.2% fitment and other issues raised in
protest action notice. Dir (HR) briefed
the steps taken by management in this
direction and CMD read the board note
which has been submitted to board for
consideration in which DOT financial
support has been sought. Forum made it
clear that it may be their internal
matter how to arrange the funds but forum
is concerned only to get legitimate right
of 78.2% fitment for MTNL employees. CMD
assured that board approval will be
conveyed in a months time to DOT and
appealed to defer 27th Sep
demonstration/rally programme.
Keeping in
view the assurance and appeal of CMD that
board approval will be conveyed to DOT in
months time. Forum has decided to defer
27th Demonstration /rally at corporate
office. This deferment is merely to give
time to management to act on the
assurance with the hope that positive
actions will be taken to implement 78.2%
and MTNL revival. Our struggle will
continue to ensure implementation of
78.2% fitment and MTNL revival. Get
ready for more intensified struggle in
case management fails to implement 78.2%
fitment after board meeting.
Unions and
Associations in Delhi & Mumbai can decide
to convey the discussion of 24th Sep
meeting and to prepare membership for
future struggle according in their own
way.

Meeting with GM(HR)--- GS along
with AGS Sh Chaudhary & Jt secretary Sh
Maan met GM(HR) and discussed various
issues.
1--AM(T) to DM(T)--- She
informed that approval of CMD has been
received to add 263 vacancies of SDE (
vacated after DE regular promotion) in
this AM(T) to DM(T) DPC and which will be
conducted shortly.
2--AM(E) seniority list and regular
DPC for promotion to DM(E)--
Association has given inputs to prepare
seniority list at the earliest and hold
DPC. She assured early action.
3--AM(Fin) to DM(Fin)--No of
vacancies in DM(Fin) will be accessed and
than according to new RRs(1/3 rd
competitive quota and 2/3rd SFQ)
promotions will be given. She informed
that a case to conduct LICE in all
disciplines from E2 to E3 is in process.
4--Counting training period for the
purpose of drawing increment--She
informed that file is in process to get
the approval of Directors for taking the
case in board of directors meeting. After
their approval board note will be
prepared and than put up in board
meeting.

A historic dharna was organised in
MTNL Delhi and Mumbai under the banner of
Forum of MTNL Unions and Associations for
MTNL revival and 78.2% fitment in which
more than fifteen thousand(15000)
employees and officers participated. I
along with Shri Virjesh Upadhyay,
National General Secretary BMS and Shri
Dharamraj Singh, GS, MTNLMS and other
speakers addressed the dharana at MTNL
Corporate Office. In Mumbai Dharna was
addressed by Shri G P Yadav, CS, MEA
along with Shri Arvind Sawant MP, Shri
Dalip Jadhav, GS MTNL KS and other
speakers. Thanks to all for making

GS met Director (HR) on 17-06-16 and
discussed following points
1--AM(T) to
DM(T) regular DPC--GS requested him to
get the process expedited so that
promotion orders can be issued at the
earliest. he assured to expedite the
process.
2--Counting training period for the
purpose of drawing increment--He informed
that board not in this respect could not
put up in the recently held meeting but
will be put up in next meeting.
3--JAO to AO regular DPC---He assured
necessary action in this issue.

Status of AM(T) to DM(T)
regular promotion---Screening
reports and fresh Vig clearance from both
units have been received in CO. At the
time of calling ACRs, the total notified
vacancies of SDEs for this DPC were 412
but afterward 247 SDE were promoted on
regular basis to DE post that is why
additional 247 posts have fallen vacant
which are to be included in already
notified posts for this DPC. HR wing sent
this proposal to CMD for adding these 247
posts. Fin wing raised some queries on
this proposal. Now HR wing is replying
these queries. GS has discussed with
GM(Fin) CO and explained whole issue. He
has assured to clear the proposal.

Meeting of Delhi Circle---Delhi
Circle CEC was held on 15th Sep in room
no 555 Kidwai Bhawan which was resided
over by Shri Parmil Gupta, CHQ Vice
President. Large number of office bearers
attended this meeting. Revival of MTNL
and 78.2% fitment issues were discussed
in length. CS Delhi Sh Sunil Kumar asked
all office bearers to make 2oth Sep
dharana programme a grand success and
formed area wise coordination teams to
mobilize and bring 100% officers at
Corporate office at sharp 10 AM. GS Shri
V K Tomar elaborately explained the
meeting discussion with MTNL management
on 78.2% and deferment of 78.2%
agenda in 13th Sep board meeting and
unconcerned attitude of CMD MTNL on these
issues . GS also explained how govt
is unwilling to financial support MTNL
for its revival and negative approach of
PMO on MTNL revival issue. He stressed
that now only option is to strongly fight
for MTNL revival and 78.2% with full
strength and urged CEC to ensure 100%
participation in 20th Sep Dharna
programme by taking CL (casual leave on
that day) .
CEC has
decided that all officers will
participate in dharana on 20th September
by taking casual leave. Make sure 100%
participation in DHARANA at CORPORATE
OFFICE at SHARP 10 AM on 20th September.

Meeting of Forum of MTNL Unions and
Associations with MTNL Management---Meeting
was conducted yesterday in 5th floor
committee room Door Sanchar Sadan, CGO.
From management side, Dir (HR), GM(HR),
ED, Delhi, GM(A) Delhi, GM(IR) Delhi were
present and ED, Mumbai, GM(A) Mumbai &
other officers were on video
conferencing. From Unions and Association
Side, GS of both recognized Unions
along with other office bearers, MEA/OA
GS along with other office bearers
attended the meeting. From MEA side, GS
Sh V K Tomar, CHQ President Shri P N
Vasane and both Circle Secretaries of
Mumbai and Delhi, Shri G P Yadav and Shri
Sunil Kumar attended meeting.
Dir (HR)
briefed about the financial condition of
the MTNL and that the Govt view seems
that no govt support will be provided to
revive MTNL but MTNL itself will have to
stand its own. Than a detailed discussion
was held that how govt policies made MTNL
loss making and how MTNL management has
failed to take company forward because of
their wrong and delayed decisions,
discrimination & ignorance towards
staff. It was strongly stressed that with
out staff satisfaction, customer
satisfaction and revenue generation is
not possible. It was also made clear that
our struggle is not for any new demand
but for getting our legitimate rights
which has been ordered by the govt and
similar benefits have been granted to one
section of the employees/officers working
in MTNL.
After detailed discussion,
DIr
(HR) informed that the issue of 78.2%
fitment will be taken for discussion in
board meeting scheduled on 13th September
and appealed to with draw the protest
action. It was made clear that hollow
appeal is not going to work, our protest
will continue till the settlement of the
issues.
All are requested to make full
preparations for coming protest action
programmes.

intensified further and if required forum

rights of the employees and to ensure the
revival and survival of the company. It
was stressed that this struggle is not
merely for 78.2% but also against govt
policies and inefficient management who
has never aggressively made efforts to
revive MTNL by taking Associations and
unions as major stake holders in policy
decisions.

along with CS Delhi and Jt Secretaries

representatives of Delloitte Consultant,
which has been hired by MTNL management
to suggest the revival plan of MTNL, and

addressed by MTNL management for MTNL

and the move to hand over the WS service

of Telecom Sh Manoj Sinha with First Post
regarding current condition of telecom
industry in India and also about MTNL &
BSNL:
I am not the minister for just BSNL and
MTNL but entire telecom industry. It is
my responsibility to ensure consumer
satisfaction and protect consumer
interests. BSNL and MTNL have a lot of
legacy problems. MTNL is worse. More than
70 Per cent of the revenue goes for
salaries and pension. Some spectrum which
they should not have procured, they had
to take out of compulsion of being a
government company. MTNL took a big loan
whose interest is a burden to pay. Their
financial condition kept deteriorating
since 2008. In MTNL’s case, we are trying
to revive it so that it can stand on its
own. I believe that the existence of BSNL
and MTNL is required to ensure healthy
competition. we are not keeping them
alive artificially. Employees of MTNL
also realize this. The problem is that
the average age of employees in MTNL is
54-55. We have to infuse new blood into
the organisation. And we are working on
that. Our intention is to make MTNL
professionally-run, competent and
efficient.

Huge Parliament March on09.08.2016opposing
disinvestment, privatization and merger
of Banks.
Officers of Nationalised Banks
conducted a huge Parliament March with
the slogan SAVE
PUBLIC SECTOR, SAVE INDIA in the
banner of All India Bank Officers
Federation (AIBOC) and NCOA. More than
5000 officers/ Executives participated
in the March. SNEA, NCOA, MEA and AIPEF
extended full support to the agitation
and joined the Parliament March in
large numbers giving stern warning to
the Govt against disinvestment/
privatisation.
Com Havinder singh, Sec Genaral/AIBOC,
Com Sudharshan, President/AIBOC, Com
Franco/AIBOC, GS/SNEA, GS, MEA &
President/NCOA Com V K Tomar, Com Ashok

Parliament March. 4 Member of
Parliament from different parties also
addressed the march and assured to
raise the issue in parliament.
More
than 95% employees and officers wore
demand badge in Delhi and Mumbai. It
shows unity and solidarity of employees
and officers with this trade union
programme for their legitimate rights. It
shows that coming programmes are going to
be simply marvelous. Now Management
should realized the importance of these
issues to the employees and decide
amicably to avoid industrial unrest in
the company. Intensity and impact of this
agitation is going to be very high in
coming days, which may affect the working
of the company. Therefore, we ask the
management to decide the issues at the
earliest.
We
appeal all officers and employees to make
coming programmes a grand success by
participating in 100% strength. All
office bearers of Delhi and Mumbai are

representatives in such a way that 100%

August Demonstration programme.

CEC of Delhi circle was held on
06-08-16 in Room No.-555 Kidwai Bhawan,
Janpath New Delhi which was attended by
large number of office bearers from every
Area and presided over by Shri Praveen
Passi, CHQ Vice President. Issues like
Preparation of Protest action of Forum,
HR Issues organizational matters other
issues related to CHQ and Circle were
discussed. CS Delhi Com Sunil Kumar and
GS Com V K Tomar addressed the CEC
meeting, other CHQ and circle Office
bearers also spoke on various issues.
Main Focus of the CEC was to make protest
action programme successful. All office
bearers were told to have proper
co-ordination with MTNL Mazdoor Sangh
Office bearers and make sure that all
employees and officers wear demand badge
on 9th August and come in all other
programmes of Forum protest action for
78.2% fitment and de-freezing 2008
capping on perks. GS elaborately
explained issues related to MTNL revival,
3rd Pay Revision Committee, struggle
regarding 78.2% fitment and
implementation of new pay package w.e.f.
1-1-2017, promotions in different
executive cadres etc. The House applauded WS officers for solving the IN
problem at Minto Road, WS Unit.
NCOA, Banking sector & Power sector are
organizing a Parliament march on 9th
August to SAVE PUBLIC SECTOR. So All are
requested to participate in this march on
9th August. We will join the march at
10.30 AM sharp at STC red light near
Kidwai Bhawan and proceed to Jantar
Mantar where a rally will be addressed by
trade union leaders. Com Sunil Kumar
Circle Secretary will co-ordinate with
the Area Secretaries.

Meeting with Director (HR)
regarding Protest Action Notice-
-Dir (HR) called Association on 05-08-16
in refrence of Trade Union Notice
by Forum of MTNL Unions and Association
regarding 78.2% fitment and de-freezing
2008 capping on perks and allowances.
GM(HR-I) and GM(HR-II) were also present.
He tried to explain the inability of
the management to implement 78.2% fitment
with out govt's financial support.
He said that management has written to
DOT to give financial support to
implement 78.2%. We have informed him
very clearly that it is the matter of the
management how to arrange funds for the
legitimate rights of the employees who
are not responsible for today's financial
condition of the company, but it is
Govt and management who are responsible
for it. It has also been conveyed to him
clearly that by ignoring human resource
of the company, no efforts can revive and
survive the company.
He informed that Delloitte consultant
has been hired to prepare the revival
plan of the company. We have asked Dir
(HR) to get company's future liabilities
like 78.2% fitment and pay revision in
this revival plan so that correct picture
of can be projected before the govt.
Issues like parity of pay with BSNL in
2017, and freezing financial upgradation
were also mentioned by Dir (HR). We have
strongly opposed any such thinking of the
management and warned stringent protest
action to stop such ill motives of the
management.
Make Full preparations to make Forum
protest action a grand success to protect
the company and welfare issues of the
employees. We have achieved every thing
in this department/ Company through our
hard work and consistent struggle. Rise
to the occasion to protect our
rights and achieve our legitimate
demands.

NCOA presentation before 3rd PRC:
NCOA representing more than 1.6 lakh
Executives of 264 CPSUs gave a detailed
presentation before the 3rd Pay
Revision Committee. On 03.08.2016
discussions held in the Committee room
for about 01 hr 15 mts with Chairman
Justice Satish Chandra (Retd) and
Members Sri Shailendra Pal Singh and
Sri Madhukar Gupta, Add Sec/DPE
,after detailed discussion, Chairman
directed us to give a detailed
presentation on all the issues before
the full 3rd Pay Revision Committee on
04.08.2016 at 3 pm.
On 04.08.2016, NCOA had given an
excellent presentation on various
demands. As suggested by the PRC
members, the presentation was made with
full justification of the demands with
possible solutions also. Eventhough the
allotted time was only 20 minutes, the
presentation and discussion took more

These are the some important issues
deliberated in the meeting with PRC:
Total presentation of 35 slides was
made
1) PRC should be implemented for all
the CPSUs without linking with
affordability.Our
main focus was on this important
aspect. Employees having limited role
in loss /profit of the company. They
are depending on Govt/company policies,
market conditions and other external
factors. Balance sheet is prepared on
the basis of several factors like
depreciation. We explained with the
example of BSNL where the operational
profit is about 2000 Cr but due to huge
depreciation value, balance sheet still
shows losses. The Operating profit
concept very much appreciated by the
PRC. We could convince PRC that
profit/loss alone cannot be the
criteria for revision of Pay.
Periodicity.It
should be 5 years, co-terminus with Non
executives.
Pay
Scales:New
pay scales may be arrived with IDA as
on Jan 2017 merged with basic Pay with
fitment of 30% on basic Pay plus DA and
rounded off to nearest 100. All pay
scales should be open ended to address
stagnation as recommended by 2nd PRC
and 7th CPC.
Fitment:Uniform
fitment of 30%.
Dearness
Allowance:Present
System of 100% neutralisation on
quarterly basis, based on AICPI shall
be followed.
Annual
incrementshall
be 4%. A uniform date of increment may
be followed for all employees in the
CPSU.Notional
Increment on promotion shall be awarded
and fixed in the next higher stage.
House
Rent Allowance:The
present Rate of HRA shall be continued
HRA shall
be calculated based on Pay (Basic Pay
plus DA) so that it is indexed

Ceiling on Perks and Allowances may be

Bell Curve should be abolished as it is
unscientific. Accenture, KPMG, IBM,
Infosys, Wipro, TCS, CISCO, Microsoft,
HCL Technologies, Google, Adobe have
abandoned the bell curve based system,
performance appraisal. All of them are
switching to a continuous feedback
process throughout the year to get a
holistic view of performance and
potential.
Child
care leaveto
be made mandatory for all CPSUs.
Performance
Related Payment (PRP)with
an objective PMS. It should have two
parts, Productivity linked PRP and
Profit linked PRP.
Even for
sick/loss making CPSUs except
allowances all The Minimum Salary shall
including Basic Pay plus IDA, HRA,
Medical facility and Company
contribution towards terminal benefits.
2) Superannuation benefitwith
fixed components PF, Gratuity, Employee
Pension Scheme and Medical Benefits for
Retired Employees. Our main focus was
to make it mandatory like pay scale
revision. CPSUs should not be given
flexibility on deciding the quantum of
contribution.
3) Automatic pension revisionfor
the BSNL/MTNL pensioners absorbed from
DoT as per CCS pension Rules 1972.
Since the pension is paid on IDA
scales, it should be covered by PRC as
requested by DoT.
It was an
excellent opportunity for NCOA as we
could interact with the PRC for 02
Hrs 25 minutes in two days covering

introduced himself as General
Secretary MTNL & President NCOA,

started discussion on MTNL before
starting meeting and shared his bad
experience about poor services of
MTNL, GS MEA got an opportunity to
explain the total condition of MTNL
before Chairman, Addl Secretary DOT
and other members and explained how
govt policies have ruined the MTNL.
GS also explained the steps being
taken to improve the quality of
service of MTNL and assured to get
things improved as suggested by him.
GS could convince him that today's
condition of MTNL is not because of
employees but is because of Govt
policies and also that MTNL services
are not as poor as perception is
being created.

The employees of BSNL and MTNL staged
massive demonstration at eastern court on
03.08.2016 protesting against the Govt
move for strategic sale/sale of BSNL and
MTNL. This move, may be supported and
sponsored by private operators should be
opposed tooth and nail. Strategic sale
means, management control will go to the
strategic partner. Ultimately it will
fully go into their hands, full
privatization. VSNL is a classical
example where TATA was the strategic
partner. Now VSNL has vanished and only
TATA Teleservices is there. We have to
make our employees alert and prepare them
for a tough battle ahead.

19th July and discussed following issues
Serious
problem in GSM-IN and Restoration by
MTNL Executives--Association
apprised him how MTNL services
and revenue are badly affected because
of old and out dated servers and
hardware in IT, BB & WS. GS also
apprised him that there is pool of
talented executives in MTNL, and if
resources are provided and confidence
is in silted amongst them by believing
and supporting them by management, than
they can do any thing in the company to
get it revived. Association also
thanked CMD for showing gesture and
appreciating the work done by IT & GSM
executives to resolve GSM-IN problem
with out vendor support.
Issuance
of promotion orders of left out
officers in DE/ SM(T) cadre--
Association once again expressed its
unhappiness over the way officers were
denied their promotion in spite the
decision of competent authority to
divert external competitive quota to
SCF quota and DPC conducted taking into
account the diverted posts. It was once
again explained to him that there is no
financial implication, no legal/
administrative/ hierarchical
problem in issuing these promotion
orders and making amendment in RRs till
the promotion policy is reviewed as per
terms and conditions of absorption. We
also apprised him that as per present
RRs, officers get their regular
promotion at the verge of their
retirement after serving as look after
DE/DGM for decades long which is very
demoralizing and frustrating to the
officers and is not either in the
interest of company.
But the
CMDs response was not much positive, he
said that he could not look into this
matter yet and now will go through the
issue and decide accordingly. We will
also not bow down easily on this issue
and keep fighting for better promotion
prospects of the executives.
Pay
fixation with 78.2% fitment w.e.f
01-01-2007 & 30% Corpus for post
retirement benefits to MTNL recruited
officers/employees--Association
raised that 3rd PRC has been
constituted and pay revision is due
from 01-01-2017, but the benefits
of 2nd Pay revision ( 78.2% fitment and
30% corpus) are yet to be implemented
in MTNL and pleaded to implement these
benefits before 01-01-2017. As usual,
CMD took
the shelter of poor financial condition
of MTNL and said that govt support is
required to extend these benefits.
Association made it clear that these
issues can not be left on any ground
and management will have to arrange
funds because today's financial
condition of MTNL is because of wrong
policies and decisions of Govt and MTNL
management not because of employees,
other wise Association will resort to
trade union action to press govt and
management for our legitimate rights.

Revision Committee
The National Executive Committee of the
National Confederation of Officers
Associations of Central Pubic Sector
Undertakings (NCOA), that represents the
managerial and supervisory staff serving
the Central Public Sector Undertakings
met in Mysore on 16thand
17thJuly,
2016 and resolved as under:Shri V K Tomar,
GS/MEA & President/NCOA attended the
meeting
I. The Government should revise the terms
of reference of the 3rdPRC
(Justice Satish Chandra Committee) with
regard to the periodicity in order to
ensure that the date of start of pay
revision should be from 01.01.2012. The
process of revision has already started
in several sectors like coal, steel and
mining where bipartite agreements have
been signed with workmen w.e.f 01.01.2012
as the start date for wage revision.Pay
revision of Executive & workmen should be
co-terminus in order to prevent anomalies
between the sections of the employees.Industrial
harmony and productivity cannot be
sustained without parity between
different sections of the employees.
II. The terms of reference of the 3rd PRC
should be amended to delete the termaffordablein
item 1.0 of the terms of reference.
Instead, 3rdPRC
should recommend ways and means of
ensuring revision of pay for all CPSU
Executives irrespective of profitability
of the undertaking.
III. Govt should mandate 3rdPRC
to examine and suitably recommend therevision
of pension of erstwhile DoT employees
absorbed in BSNL and MTNLin
the context of the fact that complete
parity prevails with regard to payment of
pension/pension revision between Central
Govt employees and BSNL /MTNL absorbed
employees in terms of CCS pension Rules,
1972.
IV. Change is required in the existing
policy of granting 30% Basic Pay plus DA
as superannuation benefits. In the
present system, after apportioning for
RECHS, EPS, Gratuity etc, a paltry
portion is left for pension fund and
hence it is suggested to increase this to
40%.
V. The removal of the glaring disparity
in the post retirement remuneration of
employees of PSUs and Government. Since
the establishment of CPSEs, the
remuneration policy for Executives
serving CPSEs has been framed with
reference to recommendations of various
pay committees set up for Govt.
Servants. The most glaring disparity is
with regard to the provision of
post-retirement medical care. In PSUs the
post-retirement medical schemes range
from Zero to reasonable benefits.
However, most of the schemes are funded
from the revenue account of the
undertaking thereby making the benefit
vulnerable to the profitability of the
PSU.
VI. Employees of PSUs should be given a
living wage irrespective of the profit or
loss of the PSU. There is no
justification for paying an employee,
wages at rates applicable in 1997(almost
20 years ago). Such payments are even
much below acceptable subsistence level.
VII. Under no circumstance should there
be delays of several months in payment of
wages. Non-payment of wages over extended
periods is unjustified both legally and
otherwise.
VIII. Existing number of pay scales in
the CPSEs shall be increased from 10 to
14 to align one grade with one pay scale.
IX. Rate of increments to be uniform
percentage, and it shall be 4%.
X. Pay Scales should be open ended and
with this, stagnation problem will not
arise.
XI. Increment on promotion: In addition
to annual increment, on promotion, 6%
increment (1.5 times of normal increment)
should be awarded.
XII. The present classification of cities
may be continued for HRA. The HRA may be
calculated as a percentage of Basic + IDA
as per the existing rates on revised
scales.
XIII. There should not be any ceiling on
Gratuity and it should be paid without
TAX.
XIV. Variable Pay / Performance Related
Pay: Fixed salary and variable component
is necessary. The variable pay shall have
two components, one based on profit
before tax (PBT) and another based on
productivity. 2.5 to 7.5 % of the PBT
shall be distributed among the Executives
as profit sharing incentive. Further, 5
to 10% of the savings accrued through
improvement of productivity shall be paid
as productivity linked incentive to
Executives.
XV. The abolition of bell curve as a
basis for creating incentives. It has now
been scientifically established that the
bell curve is a non-scientific measure.
Experience of the last 10 years has
established that the payment of PRP based
on the bell curve has resulted in
creating more disincentive than incentive
defeating the very purpose of such
payments.
In
addition to the common stand on various
issues, CPSU specific stand on certain
issues can be taken by the respective
Assns.

Serious Problem in GSM-IN and Restoration
by MTNL Executives
There
was a serious failure of GSM-IN system
since last 10-12 days,
.
Due to it, Delhi’s mobile pre-paid
customer were not able to recharge their
mobile numbers at all.
This particular system was out-of-AMC &
due to some or other administrative
reasons the new procurement case was not
getting approved. MTNL was loosing apprx.
20-25 lacs per day in prepaid dolphin
segment.
In this hour of crisis,
Association would like to highlight the
excellent work of dedicated Executives
namely Sh. Sanjay Chaudhary, Sh.
Jitendra Verma, Sh. Sandeep Kumar, Sh.
Ramendra Kumar, Sh. Vikalp Maurya, Sh.
Abhishek Kr. Singh, Sh. Ritesh & GSM-IN team,
who tirelessly worked & restored the GSM-IN
system without any kind of
vendor/external support.

Meeting with GM(HR) CO----GS
Sh V K Tomar along with Sh Sunil Kumar
and arun Dixit met GM(HR) today and had
discussion on following issues. DGM(HR)
was also present.
DPC for
regular promotion in the cadre of DGM(T)--Association
raised that screening report and vig
clearance of eligible officers of Delhi
and Mumbai has been received in CO long
back but DPC has not been conducted so
far. She informed that there was some
issue related to DPC member. during the
meeting itself, she made the noting on
the file and asked concerned staff to
get the DPC done at the earliest and
assured us that DPC will be conducted
shortly
DPC for
regular promotion from AM(T) to DM(T)--She
informed that screening report and vig
clearance of both the units have been
received but there are some
discrepancies in the list provided by
Delhi unit for which Delhi unit has
been asked to correct and convey at the
earliest. She also asked association to
get the things done from Delhi unit.
Association requested to consider all
the AMs in this DPC whose ACRs have
been called for and screening report
has been received by taking up-to-date
vacancies. She assured all possible
efforts in PC can be expected by the
end of this month.
DPC for
regular promotion from SDE (Civil) to
EE (Civil)---As
per DPC schedule DPC for EE (Civil) is
due in the month of August, she assured
ACR will be called shortly.
DPC for
regular promotion from AM(Elecl) to
DM(Elec)--Association
suggested that in the absence of
seniority list in this cadre let the
DPC be conducted for all eligible AMs
by preparing provisional seniority list
till the final seniority is decided as
it was done in the case of JAO to AO
promotions. She agreed and asked DGM(HR)
to start the work on this.
AM(
Civil) to DM(Civil)--There
is only one AM(Civil) to be promoted to
DM (Civil). Earlier this case was
linked with AM(Elect), but now it has
been de linked and DPC will be
conducted shortly
Counting
training period for the purpose of
drawing increment---.She
informed that case has been put up.
Financial
upgradation from due date if no vig
case pending--Dir
(Fin) has disagreed on this case. But
Association has again written to CMD
with certain more inputs. GM(HR) has

Mumbai and all pending requests will be
considered. New batch is expected to
join in CETTM in the first week of
september.

Mahanagar Telephone Nigam has received an
income tax refund for assessment year
2000-01 amounting to ₹112.95 crore. The
amount includes ₹52.35 crore towards
interest on the refund, it said. The
telecom major posted a net profit of
₹174.60 crore for the quarter ended March
2016 on revenues of ₹835.80 crore.
However, for fiscal 2015-16, MTNL had
reported a loss of ₹2,005.72 crore on
revenues of ₹3,197.41 crore.

protest action of NCOA and demonstration at DPE office on 1st June, 2016,
govt constituted 3rd Pay Revision
Committee for CPSEs. DPE issued
notification for the formation of 3rd PRC
headed by retired Justice Satish Chandra.
The committee will submit its
recommendation within 6 month and will be
implemented wef 01/01/2017. thanks to all
for their support and participation in
protest action of NCOA.

today 09-06-16. Association welcomed and

CMD sought Association's views that how
services and revenue can be improved, and

MTNL. He also shared his priorities and
plan of action to improve services and
revenue of company. following issues were

1-SM(T)/DE regular
promotion orders--GS
requested him to get the promotion orders
of all 421 SDEs to the cadre of DE on
regular basis whose DPC has been
conducted long back, and the issues
raised by finance wing already
explained to him by GS MEA in last
meeting with him few days back. He said
that he would clear 50% immediately and
rest 25% will be discussed later on how
it can be cleared. orders will be issued
shortly.
2--Field
requirements to improve land line and BB
services---Association
briefed him about the problems and field
requirements for service improvement and
revenue generation and asked him to focus
on cable network both copper and FTTH and
provide essential items like twisted drop
wires, jointing kits, small size cables,
contractors/vendors and funds for proper
maintenance of existing services. We also
stressed on expansion of FTTH network. He
was fully agreed with the Association's
views and assured action on the
suggestions given by the Association.
3-WS
services--
He
explained the decision of MTNL board to
run MTNL mobile services by BSNL on
managed service partner basis and 350
crore expansion plan for Delhi unit. He
said that the aim of MTNL management is

in different executive cadres, VRS, 78.2%
fitment, uniform promotion policy from E2
to E9, trg increment, RRs of
different executive cadres, 30% corpus
for superannuation benefits,option for
prorata optees, constitution of 3rd PRC
and agitational programme by NCOA etc.
GS stressed that
78.2% fitment is our legitimate right for
which we deserve and to get it
Association will make all possible
efforts and also asked members to be
ready for any protest action in the days
to come to achieve our right.
GS stressed that
present promotion policy can not ensure
fast promotions, so a uniform promotion
policy from E2 to E9 is required on CPSU
hierarchy in all disciplines for which
Association is pursuing with management
and will do best efforts to remove the
frustration and demoralization amongst
executives because of poor carrier
prospects in MTNL.
Regarding 30%
superannuation benefits, Association will
strongly pursue with the management to
put up and decide the case as early as
possible in the light of certain
decisions in BSNL on this issue.
Members raised
some more issues like LTC, children
education allowance, CCL at par with BSNL,
perks, request transfers from Mumbai to
Delhi.. GS assured to take up all the
pending issues at appropriate level to
get them resolved.
CHQ office bearers meeting
was held on 08-05-16 which was
attended by CHQ office bearers from Delhi
and Mumbai. was presided over by CHQ
President Shri P N Vasane. GS elaborately
explained all the issues ranging
from organizational matters to HR issues.

for MTNL employees---Director finance
explained the whole issue. He informed
that Telecom Commission meeting was held
on 01-05-16 in which VRS proposal has
been approved. Commission meeting was
attended by Secretary DOT, Secretary
(Fin) Govt Of india, CEO Neeti Ayog,
Secretary DoIT, all Commission members,
CMD & Director (Fin) MTNL. This VRS is
part of revival package of MTNL and good
decision for the health of MTNL. He hoped
that govt will agree for the
payment for this VRS, which will
reduce about Rs 500 crore MTNL
staff cost per annum.
2--Recruitment rules for promotion to Dy
Manager (HR/Mktg/CS/legal/Fin)---
After our persistent efforts, board note
was circulated amongst the board of
directors. DF informed that now RRs will
be finalised in this week only.

Manager (Telecom)/E-03 on regular basis.
The Telecom Commission,
highest decision making body of the
telecom ministry, has approved a proposal
to provide voluntary retirement scheme (VRS)
to employees at MTNL, in an effort to
revive the loss making telco which has
been losing revenue of up to Rs 2000
crore per year.
After a long
persuasion of this Association, CO has
asked Delhi and Mumbai unit to send
the CRs of all eligible candidates in JTO
cadre for regular promotion from E2 to E3
. Mail has been sent to both the units in
this respect. All JTOs upto the year of
recruitment of 2009 are eligible. All
JTOs upto the year of recruitment of 2009
have to send their CRs at the earliest. .

cabinet to get financial support from
govt.

proposal. Director (HR) told that if VRS
is approved by cabinet than only 10 days
window will be opened for applying VRS.

various issues like night patrolling by
officers in Mumbai, delay in promulgation

single stroke, NOC for foreign tour at
the level of ED/GM. He was very positive
on all the issues and assured appropriate
action to resolve the issues at the
earliest. Issue of management succession

in details. Association has requested CMD
to get the RRs of Mktg/HR/fin approved
through circulation of board note among
board of directors if board meeting is
not possible in this month.
A detailed
discussion was held on revival of MTNL
and steps required in this direction. He
informed that
meetings are
being conducted regularly at the level of
Secretary regarding revival of MTNL.
He also informed that VRS option is being
considered seriously and Secretary has
agreed to get financial support from govt
for giving VRS to MTNL employees.
CMD also
explained the viable options to bring
MTNL on right track. He also asked
Association to take up the matter of
merger with Secretary and Minister.

Following issues were discussed.
SDE to DE promotions by increasing the
SCF quota from 50:50 to 75:25 on the
line of BSNL and promote all
qualified SDE in a single list to avoid
any litigation because of pending
seniority case in the Supreme court. We
strongly argued that because of this
abnormal delay in holding regular
DPC from SDE to DE, eligible officers
are getting retired before getting
their legitimate right of promotion and
many will loose their regular promotion
to DGM because of less qualified
service for promotion to DGM. And also
it will affect the performance of the
company. CMD was convinced with our
arguments and asked Dir (HR) to
consider the case at par with BSNL
Counting training period for the
purpose of drawing increment to the
Direct recruited officers as is
considered for DOT recruited
officers/employees----
We expressed the deep concern of the
Association that inspite of the
assurance given by him. Dir (HR) & Dir
(fin) that case will be revisited and
settled, the case has not yet been even
put up for decision. GS gave him a
letter on this subject, which was
marked by him to Dir (HR) to put the

Framing Recruitment rules for promotion
from AM (HR/Mktg/legal/Fin/CS) to Dy
Manager-We
strongly expressed the resentment of
Association that inspite of
assurance by all board members
including CMD that this issue will be
put up in board meeting and settled.
But case is still not settled. CMD
informed that this issue was put up in
board meeting and discussed, but DOT
nominated director opposed the issue on
the ground that these promotions will
put extra financial burden on the
company. GS told CMD that it shows that
issue has not been properly placed and
explained in the board meeting. It is a
issue of framing RRs for a cadre
which has been recruited by MTNL a
decade ago and no RRs have been framed
for promotion of these cadre. it was
the mistake of the company. More over,
promotions can not be stopped on the
ground of financial implication.
Association pressed for early
board meeting and settlement of the
issue at the earliest. CMD assured
positive action in this matter and
asked GS to explain this issue to other
board of directors including Govt
nominated Director
Relaxation in
qualifying service for regular
promotion from SM to DGM and DGM
to GM in all disciplines---We
also raised that because of delayed
regular promotions in all executive
cadres, officers particularly at Sr
Manager and DGM level are not
qualifying the required length of
service for regular promotion to the
post of DGM and GM, while number of
vacancies are available in these
cadres. So we demanded that management
should relax the qualifying service in
such cases. CMD was positive in this
matter and assured to consider this
case.
Transfer of officers from Mumbai to
Delhi who were posted on thier
promotion from AM to DM one and half
year ago---We
strongly raised this issue and
requested CMD to consider the request
of these officers whose families are
disturbed. CMD asked Dir (HR) to
consider such cases.
Night patrolling
on cable route by officers of MTNL
Mumbai unit ---GS explained how
officers are being misused unlawfully
by MTNL Mumbai unit for night
patrolling of cable rout. We also
explained how it is unproductive for
Mumbai unit to put officers on night
patrolling which is also not of much
benefit to the company. we also
suggested how cable theft can be
avoided in a effective way. and if at
all it is required than let the non
executive staff be there on patrolling
and officers be utilised for the work
they are supposed to do for the company
in day time. CMD assured to look into
the matter. He was also not in favor of
night patrolling by officers.

up for hearing in the Hon SC today. Hon
SC de-taged both cases. Sr Adv for 147
applicants pleaded for referring the
matter to an expert committee, another
delay tactics which Hon SC turned down.
Hon SC directed to file any clarification
on expert committee report with in 3
weeks and 206 case will be listed after
that. 147 case is listed for 16.3.2016.

that he will make appropriate arrangments
to meet the field demands. He sought the
cooperation and support of the
Association to improve the working of
MTNL Delhi unit. Association assured him
its full support and co operation in
improving the MTNL condition.

Area GB meeting of Rohini Area---a
well organized GB meeting was held on
09-02-16 at Sec 3 Rohini which was
attended by large number of officers. The
meeting room was gem packed. Com Rajiv
Kulshrestha presided over the meeting.
GS, CS, AGS Com D P S Chaudhary, AS Com K
P Singh addressed the meeting. On the
issue of revenue generation, members gave
very practical views and raised the
problems of day to day working. GS in his
address explained all the issues right
from MTNL financial condition to MTNL
revival to HR issues and reitrated the
commitment of Association to get 78.2%
fitment and implementation of 3rd PRC. GS
also appealed the members to do thier
best to improve the quality of service
and revenue generation with the available
resources and assured that Association
will take up the issues of shortage
of store items, shortage of maintenance
funds and expansion of network of FTTH
and WS service to get the MTNL revived at
appropriate levels.

cases-- Association brought to her

decision has been conveyed to units.
Association asked her to expedite the

Electrical wing ACP & parity in

wing--Issues were discussed in
length. She sought some information on
the matter. Promotion from JTO to AE
and AE to EE were also discussed. She
assured DPCs will be conducted early
Hindi cadre promotion and
pay issue--she informed that case
is being prepared. Association
requested for early action in this
matter.
Preparation of SDE
Seniority list and new staff number to
SDEs promoted by MTNL---She said
that these both case are in her
knowledge but because of engagement of
concerned staff in other issues, these
issues could not be started but she
assured that in due course of time
issues will be settled.

NGC meeting of NCOA
was held on 31 January 2015 at
MTNL auditorium Doorsanchar Sadan, CGO
New Delhi. NGC was presided over by Com V
K Tomar, President NCOA/ GS MEA and
inaugurated by Shri Sunil Kumar Director
(HR), MTNL. In his address Dir (HR)
stressed that now there is time that the
role of PSUs is to be redefined in the
changing scenario to get them survived.
He also elaborately explained the present
financial condition of MTNL and said that
there is need to get MTNL involved in
Digital India project to get it revived.
Meeting was attended by the General
Secretaries and Secretary general of many
CPSU's Officers/Executive Association.

attended the meeting. President &
Secretary General NCOA briefed the house
about the latest status of 3rd PRC
constitution that as per DPE officers

were also discussed in detail.
After a full day deliberation , NGC
passed following resolution
1--NCOA will convey to Secretary DPE
that if PRC is not constituted in next 20
days than NCOA will be forced to resort
to protest action
2--NEC is empowered to take decision
regarding the programme of protest action
3--A committee comprising President GS

grief we mourn the sad sudden and
untimely demise of our veteran leader Com
W Seshagiri Rao due to cardiac arrest
at around 01.00am. The hero of many
historic battles to win the pride and
prestige of executives of MTNL/ BSNL/DOT.
He was role model of thousands of
executives of MTNL & BSNL. It was because
of him that JTO cadre was made Gr B
gazetted. He will always be
remembered for his sincere, honest

Body Meeting of Rajauri Garden Area--GB
meeting of RG area was held on 28th Jan
at Rajauri Garden exchange building which
was attended by 95 officers. GS, CS, AGS,
Com Sanjay Kumar & AS Com Prashant Singh
addressed the meeting and elaborately
explained the CHQ/Circle & Area issues.
Members raised queries which were replied
by GS/ AGS/CS/AS. GS explained in details
about MTNL financial condition, its
revival, 78.2% fitment , Pay revision
committee constitution, DPCs in different
executive cadres, Pro-rata pension and
other HR issues. GS stressed that 78.2%
fitment issue has already been raised by
Association in the month of June 15
through its protest action and again
Association will fight strongly in the
days to come and assured that Association
is committed to get 78.2% fitment before

conference was held on 22-01-2016 in CTO
auditorium. at this occasion, open
session was held which was attended by

Unit----GB was held on 21-01-16 in
room no 555 Kidwai bhawan which was
attended by almost all JTOs/ AEs & EEs of
Delhi unit. GS, Jt Secy com R S Maan & DS

replied the queries of the members
related to thier promotions, E2 & E3 pay
scales from 01-01-2000 & ACP in improved

He also reiterated the commitment of
Association to fight and achieve 78.2%

action in this regard. GS also stressed
that MEA has to take leading role in
formulated the revival palan of the
company and fight for its revival and
also asked members to come out with the

assured members that CHQ/ Circle will
take proper care of the area problems to

roaming for MTNL customers.

Secretary, DPE Dr Madhukar Gupta who
informed that Cab Sec is working fast to
constitute the 3rd PRC of CPSEs . Cab Sec
is finalizing the names of Chairman and
committee members and it is expected that
notification will be issued in the month
of January 2016.
Comrades, Pay Revision
will be effective from 01-01-2017, so now
our main focus is required on the
financial condition of MTNL. Association
will do its best to see that Govt and
management takes appropriate policy
decisions to make MTNL financial viable.
But Association requests all members to
do their best and suggest how
revenue of MTNL can be increased. On the
basis of your suggestions, Association
will write and discuss with the govt and
management.
GS also raised the
issue of Pension Revision in MTNL/BSNL through
PRC recommendation. Add Secretary asked
Association to write to DPE again on this
matter so that it can be sent to Cab Sec
before notification of PRC.

had a discussion on 22-12-15 with
CMD, Shri N K Yadav on the recent
developments regarding revival of MTNL.
He informed
that the 900Mhz spectrum license which
was to be terminated in 2017 has been
extended upto 2019. MEA also took
up this case with MOC & IT
ILD license
has also been extended for one year
MTNL is going
to start free roaming for six months
w.e.f 01-01-2016
Regarding
media news that BSNL will run MTNL
services on revenue sharing basis, He
clarified that a proposal has been sent
to BSNL by MTNL for investment by BSNL
for mobile expansion and leased
line/ CDR billing of MTNL on revenue
sharing basis. BSNL has formed a
internal committee to look into this
proposal.
He said that
expansion of mobile services in MTNL
will be done for 3G and 4G services not
for 2G services.
He also
expressed his concern that inspite of
various efforts, revenue of MTNL is
declining instead of increase in it. He
sought the suggestion/ innovation ideas
from Association to increase the
revenue.
Regarding IIM
Bangalore report on MTNL revival, he
informed that a meeting of CMD, MTNL, &
CMD BSNL with Secretary DOT was held
few days before to discuss on the
recommendations of IIM. Nothing has
been decided till date.

PRC. Addl Secretary informed that after
the notice for protest demonstrations
given by NCOA, Govt started acting
quickly and two rounds of discussions on
the matter with Cabinet Secretary was
conducted. Now the matter is under
process at the higher level. Further
discussions will be held on Monday. It is
learnt that Govt may ask the Committee to
submit the report in shortest time,
unlike last PRC.

04-12-15 and discussed the case of fresh
option for pro-rata pension optee
employees of MTNL. GS briefed him about
his discussion with Member (fin) and
requested him to co ordinate with the
finance wing and get the case expedited.
Association also discussed about the
actions for pension revision of the MTNL/BSNL
retired employees. He informed that a
reference was sent to 7th Pay Commission
but it has not recommended any thing
about MTNL/BSNL. So now a reference is
being sent to DPE for consideration of
pension revision in MTNL/BSNL by 3rd PRC
of CPSEs.

On the notice served by
NCOA for protest demonstration at DPE
office on 26.11.2015, against the
abnormal delay in constitution of 3rdPRC
and demanding immediate action,
Secretary/DPE invited NCOA for
discussion. Sec/DPE, Addl Sec and
Director/DPE were present during
discussion. NCOA represented by Com Baby
Thomas, Secretary General/NCOA, Com V K
Tomar, President/NCOA/ GS, MEA, Com K
Sebastin, GS/SNEA and Ms Shiwani Khurana,
Treaurer/BHEL Federation & Secretary,
NCOA Central Zone.
During
discussion, Sec and Addl Sec informed
that now Govt is seriously considering
the NCOA demand for constitution of the 3rdPRC.
PMO already initiated the process and
Secretary/DPE is meeting Cabinet
Secretary today itself on the matter.
Since VII CPC report already submitted,
Govt is actively considering the proposal
of DPE to constitute the 3rdPRC.
Again a reminder was send to Cabinet
Secretariate and PMO on 18.11.2015
alongwith the copy of the notice served
by NCOA.
The notice
given by NCOA generated tremendous
pressure in the Govt and DPE. Sec and
Addl Sec appealed NCOA not to go for any
protest action at this point of time when
Govt is actively considering the demand
of NCOA for constitution of 3rdPRC.
They assured that Govt will constitute
the 3rdPRC
without any further delay.
Based on the
assurance given by Secretary/DPE, NCOA
decided to postpone the protest
demonstration arranged on 26.11.2015 by
one month.
In the meeting,
Secretary/DPE specially mentioned about
BSNL performance last year in which it
recorded operational profit and in
revival path and congratulated the GS/
SNEA, all the employees and BSNL
management.

Shri Harvesh Bhatia, PGM (D) has
taken over the charge of ED Delhi. GS
along with CS, Com Sunil kumar, AGS, Com
D P S Chaudhary, CT Com Satyavir Singh,
ACHQT Shri Arun Dixit & Jt Secretary Shri Sunil Sonkar met ED on
21st Nov (Saturday) for a courtesy
meeting and had a brief discussion on
improvement of services and increase in
revenue, ED asked Association to focus on
FTTH and Wi Fi internet network of
our broad band service. He appealed to
increase FTTH connections and make
publicity of new attractive FTTH
connection tariff plans of faster
speed and downloads. ED also informed
that most of the store items have been
made available and serious efforts are
being made to make cable and jumper wire
available shortly. Association assured
its full sport and cooperation in
improving services and revenue of the
company.
Association representatives
also met PGM(O) Shri Satish Tandon who
has recently taken over the charge of
PGM(O). Issues of improvement of services
and non availability of store items were

executives .GS also stressed that MEA can
go to any extent to get company revived

CMD in his about one hour address covered
technical aspects and other issues
related to the revival of company. He
stressed to convert land line connections
into BB connections with more focus on
fibre deployment. He also stressed that
state own company in telecom sector will
remain, so work hard to improve the
quality of service and revenue. He agreed
that the HR issues raised by Association
are legitimate and must be settled. Com S

6-E-Tendring for CMC and operations of
Power substations and Engine alternators-Association
raised the issue of high maintenance cost
of power substations and Engine
alternators .CMD asked ED Mumbai to
ensure that the cost of maintenance
should not be increased. Many
other issues such as proper maintenance
team for FTTH and VPN services ,retention
of BB/LL connections ,GSM services etc
have been raised during two hours long
meeting. CMD and other senior officers
present in the meeting were very positive
in thier response.

Meeting with CMD in DOT-GS
along with AGS Com Chaudhary & CT Com
Satyavir Singh met CMD on 8-10-15 and had
some brief discussion on AMC of power
plant/ switch/ IT , instructions for
raising temperature of switch rooms from
24 to 27, shortage of store items,
tenders.
Association asked CMD that if AMCs are
not allowed than give training to
officers and set up repair shops and RMCs
for proper maintenance of the equipments.
CMD said that he is not against all AMCs
but where ever it can be avoided it is to
be and AMC of 50% switches is only to be
given. He also said that repair
shops and RMCs will be set up and
officers will be sent on traing.
Association informed him that cards
are getting faulty after raising
temperature from 24 to 27 in switch
rooms. He said that at 26 temperature if
AC fans are on, there will be no damage,
so it is to be ensured that AC fans are
on. He said that raising tem from 22/24
to 26 can save about 20 % electricity
charge. Other field problems were also
discussed.

Shri V K Tomar & CS Shri Sunil Kumar met
ED Delhi on 06-10-15 and discussed
following issues--
Local promotions in the cadre of
DE---Association representatives
explained him how officers are over
burdened and working is affected in
Delhi because of shortage of DEs and
requested him to issue the local
promotions from SDE to DE. ED agreed
and asked the concerned officers to put
up the case.
Shortage/ unavailability of
store items-- Association apprised
him how it is becoming difficult to
maintain the services efficiently
because of the shortage or
unavailability of store items like
Jumper wire, jointing kits, copper
cable and vehicles etc. A detailed
discussion was held. He agreed with the
view point of the Association and
assured to take required steps at his
end and also to take up the matter with
the higher authorities. Some other
issues related to the working problems
were also discussed and he assured
appropriate action on the suggestions
given by the Association.

other office bearers of Mumbai circle had
a meeting with ED, Mumbai Shri
Pravin Punj on 05-10-15. GM(A) Shri P K Adhikari was also present
in the meeting. following issues were
discussed.
Night
Patrolling duty--Association
representatives raised this issue
very strongly and demanded to stop the
night patrolling of officers and
explained to ED why it is not wise
decision to continue night patrolling
by officers in the light of the given
facts. ED was convinced with the
arguments of the Association and agreed
to stop it and further review after one
month.
Shortage
of stores--Association
raised that there is shortage of store
items particularly, small cables,
jumper wire etc. ED also agreed with
the Association and informed that
certain requirements have been sent to
Corporate office and assured
expeditious action on his part to get
the required items.
Providing
instruments and modems to customers--
Association suggested how customer
satisfaction can be achieved in respect
of good quality instruments and modems
at customer premises and complaints in
this regard. In view of the suggestions
of the Association, ED suggested a
technical committee comprising the
members from management and Association
to look into this issue and suggest.

in Call and Data limits on RSTC--Association
demanded increase in call and DATA
limits on RSTC connections in view of
the increasing need of internet
services to properly maintain MTNL
services through smart phone with the
internet service to keep watch on
network through IP tester and other
services. ED was convinced and agreed
to put up the case in management
meeting for positive policy decision.
Provision
of STD facility on RSTC--Association
demanded that STD facility be provided
on RSTC connections and gave logical
arguments in support of our demand. ED
was convinced with the arguments made
by Association so asked GM(A) to
prepare a proposal through GM(OP) to
provide STD facility on RSTC.
Local
officiating promotions to the
1999 year of recruitment JTOs whose
court case is to be withdrawn from SC--
ED &
GM(A) agreed to give offtg promotion as
and when CO withdraws the case from SC.
HBA Loan
mortgage penalty cases--GM
(A) informed that waving of penalty is
in the power of CMD only. ED said some
cases have already been sent to CO and
if there are other cases, those will
also be sent to CO office for decision
at CMD level.
Rotational
/ request transfers--ED
asked GM(A) to prepare the lists and do
needful to impliment rotational
transfers and request transfers.
Training
in CETTM--
Association representatives stressed on
the need of training to the executives
and also brought to his knowledge that
officers are not recommended by their
controlling officers for training. GM(A)
said that there is training programme
at CETTM site and if any officer is
willing for any training he can either
get his name recommended by unit
officer or can directly give his
willingness to GM(A). ED said that
GM (A) will ensure that officers are
sent to trg through their unit officers
or GM(A)

were very positive and prompt in their
approach to find the solution of the
issues raised by the Association.

Circle CEC Meeting---Special
CEC of Mumbai circle was organised on
04th October,15 ( Sunday)
in 7th Floor conference Hall
Telephone House Prabhadevi, Mumbai. About
90 comrades attended meeting which lasted
from 3pm to 8pm. Shri J N Upadhayay,
Circle President Mumbai presided over the
meeting which was addressed by GS, Shri V
K Tomar, CHQ President Shri S N Prasad,
AGS, Shri D P S Chaudhary, CS Mumbai Shri
G P Yadav, Wrg President Shri Mohandoss,
AGS, Shri Ashish Barnwal, CHQ Vice
President Shri R K Agarwal, ACS, Shri S N
Pandit. GS in his address
elaborately explained the development on
various issues related to the welfare of
Executives, progress on pending HR
issues, revival of MTNL, merger of MTNL
and BSNL and action plan of Association
to get the pending issues settled. GS
also apprised the CEC regarding the
action plan of NCOA to get 3rd Pay
Revision Committee constituted and
revival of sick PSUS.
Members raised
many queries and expressed their anguish
over delay in settlement of some issues
particularly, RRs of HR/Mktg/Fin/Legal/
CS, 30% corpus, Trg increment, E3 LICE,
antedating cases,
DE DPC, 78.25
fitment, pending transfer requests from
Mumbai to Delhi etc. GS replied the
queries and explained the progress on the
pending issues and also assured that all
possible efforts will be made to
resolve the issues.
CEC members
also raised their concern regarding
revival of MTNL. GS asked members to do
their best to improve the quality of
service which is the pre-condition of
revival of company and assured that
problems raised by them will be taken up
at appropriate level.
National Executive Council meeting of
NCOA at Mumbai--
NEC meeting held at ARK Guest House, RCF, Mumbai on
3rd October 15 started with a
welcome address by West Zone Secretary
Shri. Ashok Malusare. NEC got inaugurated
by the Executive Director(HR) of RCF(
Rashtriya Chemical & Furtiliser) Shri.
B.D.Deshpande by lighting the traditional
lamp. During his inaugural address he has
pointed out the difficulty in Managing
the PSUs in the changing policies of the
Govt and the most affected are the
officers community. They have to shoulder
all the responsibilities with lesser
freedom. In this environment leading an
association like NCOA requires greater
efforts and skill. He has advised NCOA to
properly associate with agencies like
SCOPE in resolving the issues of Sick
PSUs.
Following this Sri. V.K.Tomer made his Presidential address
stressing the need to strengthen
Association activities and putting
pressure on govt to constitute 3rd PRC
for CPSUs at the earliest and revival of
sick CPSUs. SG, Shri Baby Thomus,
Shri K Ashok Rao, Shri G L Jogi, Shri M S
Adsul, Dy General Secretary, SNEA,
General Secretaries of BHEL, FCI, BEL,
ITI, BEML.... etc addressed the NEC.
After a detailed discussion, NEC passed
many resolutions...
NEC decided the action programs on the
following Charter of Demands
1. Immediate constitution of 3rd PRC
and the Terms of reference should be made
in consultation with NCOA.
2. Full implementation of 2nd PRC
recommendations, particularly with
reference to sick PSUs.
3. Review of PRP/ Bell curve
4. Review of post retirement benefits and
in particular the Gratuity and Medical
benefits.
Program of Action
On 26th of October - Demonstration
in front of DPE office ( Members from
Delhi Zone will carry out this program. A
participation of around 700 are expected
to attend this demonstration. )
An all India program by organizing a full
day Dharana at Jantar Mantar on
23rd of November 2015. All member
associations should sent maximum possible
members to Delhi (Minimum 2 for
associations that having membership below
200 and 5 above 200, which as per 01/2015
NEC) for attending this program. On 24th
November, we will tentatively plan an
NGC also to review the progress.
Between now and the date of Dharna, all
associations are requested convene their
General body meetings and explain the
present situation to members and do the
campaigning work for making the agitation
a grand success.

met Member (Fin), DOT today and had a
detailed discussion on fresh option to
pro-rata pension optees for combined
pension. She informed that Establishment
section has sent the case to finance wing
for finance views on this matter. She
said that they have not sent any proposal
or recommendation for fin concurrence. GS
explained her why informed choice is to
be given to the pro-rata optee employees
after the govt decision to pay combined
pension from govt fund. GS replied all
her queries in this matter to her
satisfaction and requested her to give
positive view so that issue can be
resolved to the benefit of the employees.

MTNL-- improvement of services and
revenue generation.--
In a detailed
discussion, almost all office bearers
raised the issue of shortage/non
availability of required store items,
shortage of maintenance funds &
indecisiveness and expressed their
concern that how services can be
improved when essential items/ fund are
not available and demanded that
appropriate action be taken at
Association level to resolve this
shortage of essential items. Members
also raised that if CMD wants to end
the AMC in MTNL, let the repair centers
be in place and officers trained to do
the AMCs. Members were very much
agitated and were ready to go to any
extent to save MTNL.
CHQ/ Delhi
Circle conference--- House was
informed that CHQ conference will
be held on 2nd November 2015 to 4th
Nov, 15 and Delhi circle conference
will also be held along with CHQ
conference. Rs 200/ per member as
conference fee and Rs 1000 per delegate
is to be collected and remitted to
Circle treasurer before conference.

Associations & Unions meeting called by
CMD for customer satisfaction & revenue
generation--
Meeting was called
on 20th Sep (Sunday) in CGO, MTNL
auditorium which was attended by about
200 officers and employees of different
Unions and Associations out of these
about 50 members were of MEA, thanks to
them. CMD, Dir (Fin), Dir (HR & EB)/
Director (Tech), ED Delhi & GMs as
well as General Secretaries and other
office bearers of different Unions and
Associations were present. In the
beginning of the programme a motivational
slide film was shown how successful
people do differently. Director (HR)
focused how we can increase our customer
base by giving example of his past
experience as GM in BSNL and hoped that
we can do better in MTNL if decide so
never give up and focus on your available
resources and add customers where ever
you are having feasibility. Give better
service and earn revenue. Director (Fin)
stressed on performance based incentives
to performing employees to keep them
motivated to do better work and earn more
revenue. GS, MEA in his address thanks
CMD for his initiative to start this
practice to hold joint meeting of
Management and Associations/ Unions
representatives which was the long
pending idea of MEA and also
appreciated the decision of MTNL
management to launch new schemes like
minimum 2MB speed on all BB connections
and providing free BB connection for
limited period on trial bases to convert
LL connections into BB connection and
also to provide MTNL SIM to retain LL
customer. These schemes have brought us
in the competition with other operators
so all unions and Association have to
take initiative to propagate these
schemes amongst customer and add new
customers. GS also said that Customer is
the CEO of the company because we get our
salary when he pays for our services so
we have to work for this real boss of the
company to get our salary and other
benefits. GS stressed on common agenda of
management and Association/ Unions, no
blame game, shifting
land line services/ BB/ Leased circuits
on fiber and maintenance of old cable
network till we shift to fiber,
availability of funds and store items for
maintenance of services, like kits,
jumper wire, jointing modules. better
quality and new drop wire for CIP
customers etc.GS also said that if Karela
Circle can earn profit of 468/-Crore than
why not Delhi and Mumbai where there are
customers who can afford any amount to
get better quality of service. GS also
said that merger of MTNL and BSNL is
still uncertain because BSNL Unions and
Associations are opposing merger and we
have to focus on all our services to
increase revenue and bring company back
to profit and stress be given on fiber
and mobile which are the need of the
time. GS also appealed CMD/ Member (S) to
take up the matter of participation of
MTNL and BSNL in digital India project
which can fetch additional revenue
of many thousand crore for these state
owned companies. For this meeting
our members gave many problems and
suggestions for customer satisfaction,
customer retention and revenue generation
, but because of limitation of time these
problems and suggestions could not be
raised. GS informed management in the
meeting that all these left out points
will be given in writing. a 30 minutes
interactive session was also held in
which participants raised queries which
were replied by CMD and even asked
concerned officers to take action on some
of the issues raised.
CMD in his
address thanked Associations and Unions
for making the meeting a grand success on
Sunday. He said for the first time in his
life he got such a positive response of
unions and Association for improvement of
the working of the company and customer
satisfaction. He said that i m satisfied
that employees and Unions and
Associations are having more concern than
the management towards revival of the
company. He said such meetings will be
organized quarterly so that he can have
proper feed back from Associations and
Unions. He asked senior officers to
take fast decisions and assured that
required materials will be provided to
maintain the services properly. He also
stressed on laying of more and more fiber
and training to more and more employees
and officers in fiber jointing. He
also asked concerned officers to improve
the on line billing payment and upgrade
the MTNL site. He asked concerned
officers to take action to recover
outstanding bills in the tune of hundreds
crore, this issue was raised by GS, BMS.
He was against the AMCs and was of the
opinion that our own people can do this
work when IT unit AMC issue was raised.
This issue will be discussed with him
along with IT people so that viable
solution of maintenance of IT equipments
or other technology equipments can be
resolved. He appreciated the views of GS
MEA that there should be a common agenda
of MTNL management and
Associations/unions to improve the
working of the company and quality of
services and also to consider the
customer as the boss of the company.

MTNL CO issued order regarding giving NOC
for the outside employment on deputaion
or permanent basis: There is no
restriction on giving NOC.
The Central
government-owned telecommunications
service provider Mahanagar Telephone
Nigam Limited (MTNL) on Thursday
announced a free upgrade of its broadband
download speed to minimum two mbps from
512 kbps across all the plans in New
Delhi and Mumbai.
The upgrade will be in addition to the
free night calling scheme that the
company offers for calls from the MTNL
landlines to all operator network from 10
p.m. to 7 a.m. in the two metro cities.
The scheme will be effective October 1.
The MTNL will provide the upgraded
download speed to all new customers and
existing customers can migrate to the
higher speed plan.

Singh met CMD yesterday ( 01-09-2015) and
had detailed discussion on the issues
related to the revival of company and the
field problems like requirement of more
staff in Areas after the decision of
maintenance of BTSs by areas, ignorance
of the maintenance of primary cable after
shifting the focus on installation of
nodes to improve the quality of BB.
Association appreciated his initiative of
installing the DISLEMS in the
fields which has resulted in improved
quality of BB service where ever these
nodes have been installed, but raised
that ignoring maintenance of primary
cable will result in loosing revenue and
customer dissatisfaction so asked him to
take required steps to maintain primary
cable properly. Association also brought
to his knowledge about the non
availability of labour contracts and
contracts of other services, non
availability of certain store items,
problems being faced by area staff
in taking over the BTSs, requirement of
funds for maintenance etc. CMD
informed that he has allowed purchase of
200/400 pair copper cable, but his stress
was on fiber cable, he said you purchase
ample quantity of fibre cable and other
equipment required for strengthening the
fiber network and I will give approval
with in no time.
GS also raised
that HR issues are still pending and no
serious efforts are being made to resolve
them.. GS told him that if management do
not take appropriate actions to resolve
the concerns/ issues raised by
Association, than we will be forced again
to resort to trade union action. He
asked the concerned officers to take
appropriate actions to resolve the
concerns raised by Association.

MTNL revival strategies & govt
intention in this regard---
Representatives expressed their views
and concern about the revival of
company and stressed on the expansion
of network of MTNL services to get
company revived and survived for a long
time and need of financial support
for this purpose. JS (T) candidly
shared information and views on this
matter and said that some options for
revival of MTNL are being considered in
Govt, but he said govt will not extend
any financial support. He said some
more govt projects like one FTTH
project for Member of Parliament for
which govt has financially supported
can also be undertaken for which govt
can support. regarding mobile expansion
projects, he was of the opinion that
any expansion financed with bank
loan at this juncture when company is
already heavily burdened with loans and
govt is not extending any support, will
not be financially viable, so instead
of it at the moment, MTNL needs to make
its land line segment more efficient
and he also agrred with us that there
is need of expansion and robust cable
network for offering efficient quality
of service to our BB and land line
customers to generate more revenue. He
also said that CDMA spectrum refund of
Rs.468 crore can be utilized for making
land line services, where there is
still monopoly of MTNL, more
efficient.
Refund of Rs 550 crore of MAT
--He said case is being pursued and
assured that best efforts will be made
by DOT to get MAT amount refunded to
MTNL, which can also be utilized for
betterment of quality of services.
Revision of Pension through Pay
Revision Committee--Representatives
pleaded that now DOT employees absorbed
in MTNL and opted for combined pension
are getting pension from govt in
accordance of 1972 CCS pension rule and
from the same civil account from which
DOT employees get the pension, so now
MTNL has nothing to do with the pension
revision because total pension
liability after retirement of such
employees lies on govt. MEA has already
written two letters to DOT. Jt
Secretary immediately asked the
concerned officer to prepare a note for
DPE so that 3rd Pay Revision Committee
of CPSEs can exclusively address this
issue for MTNL/BSNL. He also spoke to
Member (S) and briefed this issue
during our meeting.

met Dir (Fin) today and discussed
following issues--
Employees
share in MTNL equity---The
idea which CMD floated to bring
ownership sense and sense of
belongingness amongst the employees by
having stake in company's equity was
discussed in length to explore any such
possibility. Director (Fin) explained
that there are two possibilities in
this respect. one is that employees can
purchase share from open market and
second is that certain percentage of
authorized equity can be purchased by
employees. If any such proposal is
given by Association/unions, it will
require board approval and than
approval of AGM of share holders. After
this proposal will be sent to govt for
its approval. He said that it very
difficult exercise but if Association/
union come with any such
proposal, he will process the case.
RRs of
DM(Mktg/HR/Fin/legal/CS)---He
said that as CMD he has already taken a
uniform decision that there will be
1/3rd and 2/3rd competitive and
SCF quota for promotion to DM cadre in
all disciplines including Finance. He
also informed that he has approved RRs
of DM(HR/Mktg) as 1/3rd and 2/3rd
quota, but because there was no post in
DM cadre in these disciplines so the
post are to be created through up
gradation of AM posts and as per rule
upgradation can not be done for more
than 30 % posts, so he has proposed
upgradation of posts in two phases. GS
requested him to consider the
upgradation of 2/3rd posts in single
phase. he said issue is further
to be discussed with HR wing but no
proposal has yet come from HR.
Regarding DM(Fin) RR, he said that HR
wing has to bring the case to board for
its approval. We requested him to get
the things expedited for early
decision.
Regular
Promotion from JAO to AO--
GS
pleaded that all JAOs whose seniority
issue is in dispute, be promoted in
single list because any
left out JAO because of non
finalization of seniority list
may invite litigation. Dir (Fin)
assured to take care of Association
concern.

apprised him that new CMD is agreed to
consider this case if proposal comes
with the recommendation of both
Directors. He assured positive action
at his level.

said that he had asked HR wing to take
certain steps first to ensure that DPC
are conducted on due date after that
these cases will be considered. We
appreciated for his steps on our
conceren to hold DPC on due date but
requested for decision on these pending

will get Rs 458.04 crore as compensation
from Govt. for surrendered 1.25 Mhz
CDMA Spectrum.
BSNL also get
Rs 169.16 crore compensated for giving up

circles.

clearance will be asked from Delhi and
Mumbai unit. Regarding SDE to DE DPC,
matter will be further discussed with
BSNL corporate office to maintain
uniformity in the decision of holding
DPC according to rule 206 .

Nokia Networks differs from Ravi Shankar
Prasad, says deal with MTNL on
Reacting to a news item
published yesterday on various platforms,
telecom equipment supplier Nokia Networks
on Friday clarified that it has not
rejected the purchase order from MTNL.
The public sector telecom firm seeks to
expand its network and Nokia Networks
turned out to be the lowest bidder when
the tender was floated last year.
